Introduced under the National Registration Act 1939 to track the population and for use with ration books.. Initially brown (1939), with blue cards introduced for adults in 1943. Details would have included - Name, address, previous addresses, and a unique National Registration number.  The card had to be stamped by a local registration office to be official.
